It is the first voluntary committee specialized in fighting and extinguishing industrial and petrochemical fires and responding to emergencies in the Jubail Industrial Area. SABIC initially proposed the idea to the Security and Safety Committee and discussed it with a representative of the Royal Commission and Civil Defense in Jubail in 1981 before any of the factories started production in the area. The Jubail’s Area Mutual Aid Association (Jamaa) was established in 1983 and accepting the principle of cooperation was the beginning of the journey, as there were many things to transfer the idea to reality such as:
